India has launched a comprehensive package of healthcare reforms to improve maternal and newborn care, strengthen emergency medical services, accelerate anemia control and expand the country’s digital health ecosystem.
According to the Ministry of Health and Family Welfare, the initiatives are designed to improve healthcare delivery across every stage of life while supporting India’s commitment to achieve the Sustainable Development Goals (SDGs) by 2030 and the vision of Viksit Bharat 2047.
The initiatives were launched by Union Health Minister Jagat Prakash Nadda during the 16th Conference of the Central Council of Health and Family Welfare (CCHFW).

How Will SUMAN Roadmap 2030 Improve Maternal and Newborn Healthcare?
According to the Ministry of Health and Family Welfare (PIB), the newly launched SUMAN Roadmap 2030 outlines India’s strategy to strengthen maternal and newborn healthcare while accelerating progress towards the Sustainable Development Goals (SDGs).
Although India has made significant gains in maternal and newborn survival over the past decade, maternal and neonatal deaths remain high in several regions.

A major focus of the roadmap is the identification, tracking and management of high-risk pregnancies across four stages—antenatal care, third trimester, labor and delivery, and the postnatal period—to enable timely interventions and improve outcomes.
According to the Ministry, the roadmap prioritizes 130 districts across 13 high-focus states—Assam, Bihar, Chhattisgarh, Haryana, Jharkhand, Karnataka, Madhya Pradesh, Odisha, Punjab, Rajasthan, Uttar Pradesh, Uttarakhand and West Bengal.
The SUMAN Package for Pregnant Women promotes early pregnancy registration, complete antenatal care, quality clinical assessment and adequate institutional stay after childbirth. ASHAs will also conduct bi-weekly home visits during the eighth and ninth months of pregnancy to identify danger signs, provide nutrition counselling, support birth preparedness and encourage institutional deliveries.
According to the Ministry, the roadmap also introduces several interventions, including:
- Financial support for designated caregivers during the postnatal period.
- Referral transport incentives during obstetric emergencies.
- Birth Waiting Homes, Maternal and Child Health Wings, HDUs and ICUs in underserved areas.
- Pre-pregnancy folic acid supplementation and stronger management of maternal anaemia.
- Community participation through SUMAN Panchayats and Mothers’ Picnic initiatives.
- Wider use of Non-Pneumatic Anti-Shock Garments (NASG) for obstetric hemorrhage.
- AI-enabled labor rooms, digital monitoring through the JANANI Portal, climate-responsive maternal care planning and optimization of Caesarean section practices.
According to the Ministry, the roadmap aims to reduce India’s Maternal Mortality Ratio (MMR) to below 70 per 100,000 live births by 2030 while further lowering neonatal and infant mortality and moving towards zero preventable maternal and newborn deaths.

How Will the New Child Health Programme Strengthen Early Childhood Care?
Alongside the SUMAN Roadmap, the government has introduced the Samagra Shishu Bal Swasthya Karyakram (SSBSK) to provide continuous home and community-based healthcare for children from birth to 36 months.
According to the Ministry, SSBSK combines the existing Home-Based Newborn Care (HBNC) and Home-Based Care for Young Child (HBYC) programmes into a single integrated system, ensuring uninterrupted follow-up during the first three years of life.
The programme places special emphasis on children considered medically vulnerable, including premature babies, low birth weight infants and children with developmental delays. These children will receive additional home visits, closer monitoring and timely referrals whenever required.
By integrating newborn and early childhood services into a single programme, the Ministry aims to improve early identification of health problems, strengthen developmental monitoring and provide continuity of care during the most critical years of a child’s growth.

According to the National Health Mission (NHM), anemia remains a major public health challenge in India, affecting children, adolescents, women of reproductive age, and pregnant and lactating women.
The revised programme adopts a 7×7×7 strategy and a Test, Treat, Talk and Track (T4) approach, expanding beneficiary coverage, digital monitoring and timely diagnosis through digital haemoglobinometers.
The updated guidelines also promote iron-rich diets, iron and folic acid supplementation, food fortification, deworming and treatment of non-nutritional causes of anemia. They also introduce intravenous iron therapy for severe anemia in pregnant and lactating women where clinically indicated.

How Will Aarogya Setu 2.0 Transform Digital Healthcare in India?
Alongside its public health reforms, the government launched several digital initiatives to strengthen India’s Digital Public Infrastructure for Health.

According to PIB, it enables users to create and manage their ABHA, access and share digital health records, receive AI-powered health insights, integrate wearable devices, set medication reminders and manage family health records.
The app also supports Scan and Register, Scan and Pay, hospital and doctor search, ambulance and blood bank services, Jan Aushadhi Kendras, and PM-JAY services.
The government also upgraded the Ayushman App for beneficiary services and introduced Ayushman Sarathi, a WhatsApp chatbot that provides easy access to PM-JAY information and support.
