    As millions of Americans await the official announcement of the 2027 Social Security cost-of-living adjustment (COLA), lawmakers are once again debating legislation that could significantly change how those annual increases are determined.

    The proposal, known as the Social Security 2100 Act, has been introduced in various forms in recent years with the goal of strengthening the Social Security program while increasing benefits for current and future retirees.

    One of its most closely watched provisions would replace the inflation measure currently used to calculate COLA, a change supporters say would better reflect the expenses older Americans face.

    Although the bill has not become law, it has attracted renewed attention as advocacy groups continue to argue that seniors are struggling with the rising costs of housing, healthcare and prescription drugs.

    Under current law, annual COLAs are based on the Consumer Price Index for Urban Wage Earners and Clerical Workers (CPI-W), published by the Bureau of Labor Statistics.

    The Social Security Administration compares inflation during the third quarter of one year with the same period from the previous year to determine the following year’s increase.

    Critics of the existing formula argue that CPI-W primarily measures spending patterns of working-age households rather than retirees, whose budgets are often more heavily affected by medical expenses.

    The Social Security 2100 Act proposes using the Consumer Price Index for the Elderly (CPI-E) instead.

    Supporters believe CPI-E more accurately reflects the purchasing habits of Americans aged 62 and older because it gives greater weight to healthcare and other expenses that tend to rise faster than overall inflation.

    If enacted, the change could result in somewhat larger COLAs over time, although the exact increase would depend on future inflation trends.

    How the proposal could affect future Social Security benefits

    Beyond changing the COLA calculation, the legislation contains several additional provisions designed to strengthen Social Security‘s long-term finances.

    Among the most notable proposals are a modest across-the-board benefit increase for recipients, improvements to certain minimum benefits for low-income workers and changes affecting payroll taxes for higher earners.

    Supporters argue that these measures would both improve retirement security and extend the solvency of the Social Security trust funds.

    Representative John Larson, one of the bill’s longtime supporters, has repeatedly argued that the proposal is intended to protect benefits while updating the program to reflect today’s economic realities.

    Advocates including The Senior Citizens League have also argued that many retirees have seen the purchasing power of their Social Security benefits erode over the past two decades as healthcare and other essential costs have risen faster than annual COLAs.

    At the same time, some policy experts caution that adopting CPI-E would increase program costs and would need to be accompanied by additional revenue or other reforms to maintain Social Security‘s long-term financial stability.

    The debate comes as forecasts for the 2027 COLA continue to evolve. Recent estimates from several analysts suggest next year’s adjustment could be close to 4%, though the official figure will not be announced until October after third-quarter inflation data become available.

    For now, however, beneficiaries should understand that the Social Security 2100 Act has not been enacted. Any changes to COLA calculations or benefit levels would require approval by both chambers of Congress and the president before taking effect.

    Even so, the legislation remains one of the most significant Social Security reform proposals under discussion because of its potential impact on tens of millions of Americans.

    If lawmakers ultimately approve the measure, future annual COLAs, including those following the 2027 adjustment, could more closely track the inflation experienced by older Americans, potentially resulting in larger benefit increases over time while reshaping the long-term future of the nation’s largest retirement program.
