How Trump Accounts Could Reshape Social Security Before 2032

Picture the retirement plan your grandparents had: One guaranteed check, same formula, no guesswork, no market involved. Now, picture yours looking more like a 401(k) instead, with both gains and losses.

That’s a live debate in Washington that’s picking up momentum as the clock behind it is ticking faster than most people realize. Let’s take a deeper look.

    Social Security’s Ticking Clock

Social Security’s retirement trust fund is projected to run out of money in the fourth quarter of 2032. If that occurs as scheduled, benefits won’t stop, but they will be reduced. At that point, Social Security will only be able to pay out as much as payroll taxes bring in. According to the Social Security Administration, that will amount to about 78% of scheduled benefits.

Looked at another way, that means in just about six short years from now, Social Security benefits will be cut by 22%, with no real recourse. That near-term deadline is giving the idea of personal accounts real lifeblood.

How Trump Accounts Might Play a Role

Trump Accounts opened for deposits on July 4, 2026. Every U.S. citizen child born between 2025 and 2028 gets $1,000 directly from the government, and families are allowed to add up to $5,000 per year on top. According to Trumpaccounts.gov, the official government website associated with the accounts, balances could reach as much as $271,000 by age 18 with $5,000 annual contributions.

Senator Ted Cruz, one of the chief architects of the Trump Account, told a Milken Institute panel that Trump Accounts “could become Social Security personal accounts.” As reported by CNBC, Cruz predicted that within a few years, parents watching their kid’s balance compound would start asking why they can’t redirect a slice of their own payroll tax the same way.

Treasury Secretary Scott Bessent floated a similar idea even earlier, calling the accounts “a backdoor for privatizing Social Security” in July 2025 before walking the comment back, according to Bloomberg.

How This Might Change Social Security

If a slice of your payroll taxes end up funding a personal account instead of the Social Security trust fund, your check stops being guaranteed. Currently, Social Security pays a defined benefit based on your 35 highest-earning years, and that payment continues for life, adjusted for inflation. If your money is instead invested in a personal account, it will pay out whatever it happens to earn.

On the plus side, this could lead to higher retirement payouts for account holders who invest wisely and enjoy good markets. But if you retire during or shortly after a major downturn, such as the ones in 2008 or 2020, your nest egg could take a permanent hit right when you need it.

In other words, you’d be exchanging a safety net for the potential of higher returns. While that would likely lead to happier retirements for some, individual investors notoriously underperform markets when they invest their own money, according to studies by the University of California and others. That could leave a large number of Americans with shortfalls in their expected nest eggs.

The Social Security Trust Fund is purposely invested in lower-yielding Treasury securities so that it can provide a guaranteed return for tens of millions of retirees. But it’s true that the stock market has historically returned far more than the Treasury market over long stretches of time. That differential has led to heated debates for decades, and the tension is likely to ratchet up even more as the trust fund heads ever closer to insolvency.
