    CA’s first class of female inmates receives bachelor’s degrees

    Studies from RAND show that individuals who participate in educational programs while incarcerated are 48% less likely to return to prison than those who did not have access to these opportunities.

     That’s why, in 2016, the state of California partnered with California State University, Los Angeles to help incarcerated individuals earn a degree.

    And in October 2025, the first graduating class of the California Institution for Women earned a Bachelor of Arts in Liberal Studies. 

    This cohort of 20 women represents a major milestone in the program and contributes to the growing statistic of more than 13.5% of California’s entire incarcerated population enrolled in college courses.

    “Higher education is key to the transformation and growth that we see today from many of the students graduating,” California Governor Gavin Newsom said at the commencement ceremony. 

    “I’m proud to see them taking a step in the right direction to contribute positively to our society.”

    According to the California Department of Corrections, this education program is seen as “a positive shift in correctional policy,” as it emphasizes support for both correctional staff and victims of crime while prioritizing rehabilitative opportunities for those who are incarcerated.

    “I am proud to be a part of a rehabilitative program that appreciates me for the woman I am today, and the value of my thoughts and inspiration of my voice,” Jennifer Henderson, one of the graduates, said in a statement. 

    “I chose to grow and develop my mind and spirit and empower others to live beyond any label.”
