Guidance outlines replacement options, NDIS considerations and continuity planning for people receiving disability support services

SYDNEY, Australia — September 16, 2026 — Last-minute cancellations by disability support workers can disrupt daily routines and create additional challenges for people who rely on scheduled assistance. Support Network is highlighting practical steps that people receiving disability support can consider when a scheduled worker becomes unavailable, including arranging replacement support, documenting the cancellation and reviewing available contingency options.

A cancellation may occur for a range of reasons, including illness, family emergencies, transportation problems, scheduling conflicts, burnout or organisational issues. While the circumstances can vary, having a plan for unexpected changes can help people respond more effectively when scheduled support is interrupted.

Support Network provides disability support services and information for people and families navigating support arrangements.

Responding When a Support Worker Cancels

The immediate priority following a last-minute cancellation is determining how essential support needs will be covered.

People receiving services can contact their provider or agency to ask whether another qualified worker is available. Providers may have alternative staff who can cover an unexpected absence. People who manage their own support arrangements may also contact other workers in their network or seek assistance from a support coordinator.

Informal support from family members or friends may provide another temporary option when appropriate. Depending on an individual’s circumstances, these arrangements can help bridge a gap while professional support is being organised.

The guidance also recommends reviewing an individual’s NDIS plan and discussing contingency options with a support coordinator where applicable.

    Documenting the Cancellation

Keeping a record of an unexpected cancellation can be useful when discussing the incident with a provider.

Records may include the date and time of the scheduled shift, when the cancellation was communicated, the reason provided by the worker and copies of relevant messages, emails or call records.

Written documentation can help establish what occurred if the issue needs to be discussed with a provider, coordinator or relevant complaints body.

    Communicating With Providers

Clear communication can help families and individuals address disruptions while focusing on finding a practical solution.

After contacting a provider, people may wish to follow up in writing with a summary of what was discussed. The written record can confirm whether replacement support was arranged, when the replacement worker is expected and what steps will be taken to reduce similar disruptions in the future.

The approach is particularly relevant when cancellations occur repeatedly or when an individual believes the existing support arrangement is no longer meeting their needs.

    Understanding NDIS Cancellation Considerations

The guidance notes that NDIS participants should review their service agreements and understand the applicable cancellation arrangements.

According to the guidance provided by Support Network, a short-notice cancellation can involve specific considerations relating to the timing of the cancellation, applicable NDIS pricing rules, the terms of the signed service agreement and whether the provider was able to arrange a replacement.

Because individual circumstances and service arrangements can differ, participants are encouraged to review their agreements and seek clarification from their provider or relevant NDIS support contacts when questions arise.

Participants who believe they have been incorrectly charged can first request an explanation from their provider and, where an issue cannot be resolved, consider contacting the NDIS Quality and Safeguards Commission.

    Managing the Emotional Impact

Unexpected changes in support arrangements can be stressful, particularly when an individual depends on assistance for important daily activities.

The guidance encourages people to remain organised and seek appropriate support from family members, friends, another reliable support worker or relevant professionals when needed.

For eligible participants, NDIS plan funding may include certain therapy and development supports under Capacity Building, depending on their individual plan and circumstances.

    Building Continuity Into Support Plans

Planning ahead can reduce the disruption caused by an unexpected absence.

One approach is to ask whether more than one support worker can become familiar with an individual’s care requirements. Having an alternative worker who understands established routines can make it easier to maintain continuity when the primary worker is unavailable.

Support coordinators and plan managers may also assist with organising services and addressing administrative or service-related issues, depending on how an individual’s supports are managed.

Agency-based services may provide access to additional workers when one staff member is unavailable, while independent arrangements may involve working directly with an individual support worker. Each arrangement can have different advantages and considerations depending on the person’s needs.

Recognising When a Support Arrangement Needs to Change

Repeated cancellations, frequent lateness, poor communication or concerns about whether an individual’s choices and preferences are being respected may prompt a review of the existing support arrangement.

The first step can be documenting concerns and discussing them with the provider or support coordinator. If the issues continue, individuals may consider alternative support workers or providers.

The guidance recommends reviewing the existing service agreement before making a change, including any notice periods or applicable terms. Participants can then notify their current provider, identify an alternative provider and arrange a new service agreement where appropriate.

During this process, participants may also seek assistance to find a new NDIS provider if they decide their existing arrangement no longer meets their needs.

    Accessing Advocacy and Complaint Support

People experiencing ongoing service concerns do not necessarily have to manage the process alone.

The NDIS Quality and Safeguards Commission is identified in the guidance as a body through which participants can raise complaints about NDIS providers. Disability advocacy organisations may also assist individuals with understanding their rights, preparing communications and participating in discussions about support services.

    Maintaining Independence and Continuity

Unexpected cancellations can be difficult for people who depend on regular assistance, but advance planning can provide additional options when disruptions occur.

By maintaining backup arrangements, keeping records, communicating clearly with providers and understanding the terms of their support agreements, individuals and families can be better prepared to respond when scheduled support becomes unavailable.

Support Network continues to provide disability support services and resources designed to help individuals navigate their support needs and maintain continuity in their daily lives.
